17.158.28.48 is this iCloud?

every time i restart my computer norton asks me to allow a connection from 17.158.28.48 i looked up the ip address and found it it be in cuppertino california. is this just iCloud servers? should i allow this connection? or block it:

That would be one of many iCloud IPs. As you can see here, the iCloud website has a very different IP (it's even hosted in a different country). The IP you gave us comes from Cupertino while the iCloud webpage is hosted on a European server (more specifically, in the UK).

Well, from that I can conclude that Apple owns the entire /8 block

For what it's worth, apple.com, me.com etc are all held within that 17/8 range.

You are indeed correct (here). Not to get sidetracked but I've never quite understood why corporations need whole /8 blocks especially when one considers that they've all be allocated.
