Apple - Support - iCloud - System Status
I would suggest that if anyone is having issues with iCloud, this would be the first place to start. Historically new offerings such as this have not been without hiccups, so I generally assume that newly introduced problems are likely to be systemic, and check the status site before I start messing with my config.
