Changing frame rate in FCP

I have a clip that i know would look super sweet if I changed the frame rate to something a lot lower than 29.97 frames per second, is there a way to do this in final cut pro with out haveing to make a new project with the weird frame rate and then exporting my clip, or is there a way i can do it in my 29.97 fps project?

Strobe filter - I know the name of the filter is kind of misleading, but its actually a very accurate name for a filter that digitally emulates lower framerates. It only has one setting and the higher you set it, the longer it extends a frame, hence causing the video to appear at a lower framerate.
