Photo library on server not photo sharing between computers

I am having great trouble finding out how and what program to use to creat and manage a master library/ folder of aprox 15000 photos on the server(mac mini). From which I need to have 3 macs all access at the same time.
I am pulling my hair out as from what I understand the purpose of a server in regards to data doesnt seem to work for photos.

I have tried iPhoto manager which works for one user at a time but won't let anybody else view any part of the library.

I don't need to edit at all

Is their any part of the adobe suite that will give the the catalogue and server/network capabilities that I am after

Way... way too many specs to list.
iPhoto is effectively a database, more so at least than a photo viewing application. Since I do not use it really at all (let alone in a shared environment), this is merely a guess but.. perhaps it's doing this to prevent database corruption (only allowing one active connection at a time).

FWIW, I'm not sure Lr would allow this either, because it uses a single Lr database file. While you can put this on a server, I'm not sure I'd want multiple instances connecting at the same time. That just spells a recipe for really messing up the database.
