chinese mp3 tag converter

i have a lot of mp3 songs with chinese filename that i'd like to convert to the mp3 title tag. i've tried various mp3 tag converters and they all seem to have problems when the filename is in chinese.

does any1 know of a mp3 tag converter that can handle chinese filenames? either PC or OSX is fine.
