log in to admin password?

How do you log on to adminsrator password? I am only able to do it via software update.

System Preferences - Users

From there you can reset user passwords.

When I click on system preferences it open to personal . hardware, etc. I don't see anything that says user. Not sure if I am misinterpreting you?
