Freaking Voice!

Ok so my little sister pressed a whole bunch of on the keyboard while i was holding her and then, this annoying voice popped up. Now everytime i click something or start typing, it talks. I cant go into system preferences because my dad deleted it. What can i do? Or am i screwed?

Try using the two key combo "command + F5" (no + sign).
