You need to first understand how much memory the HD 3000 "borrows" from system memory: If your MBP has 4 GB of system memory, the HD 3000 will use up to 384 MB, however, if you have 8 GB of system memory, it will use up to 512 MB.

Make sure you have the latest video drivers installed for the HD 3000 in Windows 7. Did you download the driver disk for Windows 7 from Apple and use it to install drivers?

When you first ran the Boot Camp Assistant, it should have offered you a download of the needed drivers for Windows 7.

I did it! Nothing! What can I do? In your opinion is the video card is not powerful or a driver issue?

It has to be a driver issue because the system should be showing that you have 384 MB of memory available for that card. Something is not right. You can try reinstalling all the drivers over again. Also, use the Apple software update from within Windows 7 to see if there are Boot Camp updates to be downloaded.

You can not run XP or Vista on that machine as it is not supported by Apple. No drivers. You can try Windows 7 x 32 bit but it will mean a complete clean reinstall of Windows 7 and you will have to download drivers again from Apple.
