I borrowed my dads toshiba external hardrive. He had over 350 gigs of music on it downloaded from a PC. Well I plugged it into my mac and drug the music off onto my desktop. How is this possible since macs and PC's don't use the same format with drives? I know they both are compatible with FAT32 but you can only install up 4 gigs under that format. I'm confused here :/

There is no storage limit. The limit is on file size. A drive formatted to FAT-32 can not accept a file over 4 GB. I'm sure none of your father's music files exceeded that.
