cache and cookies

does clearing my cache make internet browsing quicker or slower? And does deleting cookies make browsing quicker or slower? what about just over all performance for both?

I would say both having them speeds things up but over a period of time it tends to fill up so my experience is to clear them ever so often or when Safari gets a little sluggish.

Currently 13" Late 2010 MBA, 4GB/128GB; Early 2011 13" MBP, dual core i7 2.7ghz, 4gb ram, 500gb hd
I tend to run my browsers now with cache disabled (or set to 0). Cacheing was great on dial-up, when it was faster to pull the data locally if the remote site hadn't changed. With today's broadband connections, it's usually just as fast to get it fresh from the source.
