Localisation for Date & Time (menubar)

Hi guys,

I have this issue which I like to get it fixed. If I install Mac OS X in German language, then in my first account, I get date & time in menu bar to display in German. However, if I switch the language to English, the next user I create will have date & time (menubar) to appear in German. Is there a way I can get it localise?
