Power button will not work, but plugging in power turns on 13" macbook

I have just replaced a bad motherboard on this macbook, but am still having problems. The power button will not work, but when I plug in the power, it kicks it on and it runs fine (as long as the battery is not in).

If the battery IS installed, then the screen will go off and on, though everything else appears to be running, it loads up and everything.

If the battery is NOT installed, and I plug in the power, it turns on and everything seems just fine (power button still doesn't work).

The battery does have a charge, but I don't know what is going on here. Is this replacement board bad as well?
