Unique Partitioning Question

Hello all,
I thought about making my first post a tough one.

For whatever my reason may be, I wish to set up three partitions on an external harddrive, one as a Pc and one as a mac, the third, needs to be unusable. I understand it sounds crazy. But I'd like to make the third partition unusable to write/read

Just create 2 partitions whatever size you want and don't create a partition on the balance of the drive - voila - unusable.

I wish that was the quick answer. But I'm looking to create two smaller partitions and use the third partition to render the rest of the drive useless. Sounds illogical, I know, but that's what I want to do.

Create the two smaller partitions first, then create the third partition and protect it with encryption. Just about any encryption scheme that's any good will render the third partition inaccessible or useless.

Is there any unique program i should use to do that? I tried going in and using Disk utility, but it did not give me any way to encrypt the drive.
