I am not a specialist in Apple products, but is there something I am missing here?

13" Apple Macbook Air for $1600:
1.86GHz Intel Core 2 Duo processor
2GB memory
256GB flash storage
NVIDIA GeForce 320M graphics
13" Refurbished Macbook Air for $1489:
Originally released October 2010
2.13 GHz Intel Core 2 Duo
4GB memory
256GB flash storage
NVIDIA GeForce 320M graphics​

Is there a major difference between the 2 since the refurbished one has better specs and costs less. Is the price difference reflecting the battery upgrade and some other non-advertised things?

Uhm, the older one has better specs and is cheaper.

So, the question is what makes the new one better? Something besides that it is new and comes in a white box.

If this is Apple Refurbished from the Apple Store, their Refubrs are like brand new. The Specs look better for sure. Looks like a great deal as long as it's not the older Air with only One USB port.

The new one is new and comes packaged in a brand new retail box.

The old one is, well, old... and comes packaged in a plain brown cardboard box.

If it were me planning to purchase one of them, in this case, I'd get the old one.

You can head to everymac.com and pull up the complete specs on both machines to do a full comparison.
Head for the ports link listed under USB to see all the ports on each machine.
It's temporarily unavailable right now, so keep trying until it comes back up.

Don't know what you are looking for. The answer of course that Bob mentioned is the second is a refurb. Apple offers a nice discount on refurbs which makes them great values.
With the imminent release of a MBA update (rumored) they have probably sweetened the pot even more.
