Is it possible to Re-install windows but, not bootcamp?

Sure. If Windows is already installed on your Mac you can reinstall over the top of it without using Boot Camp. That's what is known as a repair install.
You'll have to boot your Mac with the Windows CD or DVD and then be very careful to choose the right partition where your original Windows is installed to reinstall over it. If you choose the wrong partition, you could wipe out your Mac OS X partition.
