Reformat Hard Drive for PC

I have an external hard drive that I've been using for my Macbook, but I want to use it for my PC now. The PC won't even recognize it's existance, but the Macbook does. How do I configure it to work on my PC? (It doesn't need to work on my Mac anymore.)

Format it to NTFS.

No, it's not. Format it to FAT-32 instead. Just make sure you select to format it using the "MBR" scheme not GUID.
