Final Cut Express and Positing/Scaling

Hi everyone...just joined this forum as i just switched from pc to mac about a month ago. I am considering buying final cut express but I have a question. When using greenscreening/chroma key to superimpose a second video, does it allow you to scale/position the overlay? For instance I want to scale down the object and move it to a corner of the screen, not be limited by how the video was originally recorded. Is this scaling/positioning also available for still images?

Also, does final cut express allow import from imovie 11? In the documentation I have read they keep mentioning imovie 8 or 9?
