I am looking for a AIM client that will allow me to view peoples web cams. I do not have a web cam so it needs to support one way video. Are there any like this out there? Or a separate program that will view the web cam?

That's not true. The other person can initiate one-way video chat. I had done it a few times before I ever got my iSight. You can't initiate it but the other person can.
