Why is it that sometimes when I turn my PB on, the Mac startup sound plays, while other times it doesn't? Can I turn it on/off?

there is a little app to turn it off on here

it will sometime play because it dont play if you have your volume muted

If you have your volume muted when you restart the startup sound will not play.
