Usually that means the Hard Drive is dead or the boot part of OSX is messed up. Do you have the OSX DVD's that came with your Macbook? If so, put in DVD #1 and hold down the D key after the startup sound. Run the Apple Hardware test. See what is says. That will show if the Hard Drive is gone.

Can you give us a bit more info also about which Macbook and which version of OSX is installed?

Give this a read. If you get to step 11 in "Additional steps" (reinstall OS X), come back here first - we may be able to help fix it without reinstalling.
