Mac HD library folder and user library folder?

Hello,

I am looking for insight on the reason I have two separate library folders on my mac and if and how I can consolidate these because I am the only user on my mac.

(more detail) my Macintosh HD look like this

(folders)
applications
documents
library
system
users

* then under users in my user account with a whole other set of folders *

my issue is that when I install software it gets split or duplicated between these two different library and document folders, how can I have only one? or is this not possible?

These need to be separate, as you have guessed already the User Library folder contains information about programs connected to your user account. I can see why you want to consolidate these into one, but as the OS has been built it needs these to be separate and not conjoined.

And actually, there are more than two folders named Library on your Mac.
