In your home directory is a folder called "Downloads." This is the folder that you see as an icon in the Dock.

i have another question, if you delete anything from your "downloads" icon does that delete it from your harddrive? for example since i downloaded skype can i just delete it from downloads or would i have to uninstall it to remove it from my harddrive?

If you're referring to the dmg file (the icon that looks like a hard drive on a blank piece of paper), yes, you can simply delete it. You don't have to uninstall an application to remove its disk image (dmg).
