Restoring from Time Machine backups on a new HD

Recently experienced a hard drive failure, so I bought and installed a new drive. The old one was 120GB, the new one is 250GB. I've never restored from a Time Machine backup. Should I expect to be able to just restore and go, or do I need to do anything else?

2018 15" MBP, 2019 11" iPad Pro, iPhone 11 Pro
Pretty straight forward. Just plug in the external, open T.M and go for it.

P.S. I'm assuming you've already installed the OS. You know you could have restored from a T.M backup during the OS install process.

I ask because after restoring from Time Machine my bootup still hangs. Booting in verbose mode I get the following

bootcache: hit rate below threshhold (1811 hits on 3633 lookups)
bootcache: hit rate below threshhold (1811 hits on 3624 lookups)
bootcache: cound not terminate cache on bad hitrate

Wondering if I should reinstall the OS and then use the Migration Assistant to restore files?
