I'm running Tiger 10.4.11 on an older dual G5 PPC and for some reason my installation.app is missing thus not allowing me to install any new apps etc. What would be the easiest fix to this problem. I'm hesitant to do a system re-install & update etc.

Installer should be located in /System/Library/CoreServices unless you've removed it yourself (it's here in SL, not entirely sure about Tiger). You would have known about this - it should ask you for a password. It may be possible that if pkgs aren't opening with Installer, the association between the two has been lost. Right click a pkg > Get Info > Open With > change the drop down to Installer.

Snow Leopard doesn't work on PowerPC Macs - it's Intel only. The "highest" one can go is Leopard if they're using a PPC Mac.
