iPhoto shows the smallest thumbnails not photos

I've loaded all my photos to my new Mac and iPhoto will only show the my photos in the smallest zoom or the occasional photo in full screen. When I zoom in using the slider, the photos leave only the dashed line boxes.

This seems to also affect transfering to the iPad too!

Any ideas?
