System Properties Icon

I know there is something really simple that is eluding me, but I'm gonna ask anyway. How do I change my System Properties icon? I've succesfully changed about every other icon for the programs I use the most but that one will not change. The standard "get info, copy, paste" isn't working. The paste option is never available when I pull up the System Properties info. Thanks in advance.
