Please forgive me if I've picked up your question wrongly.

Your TM HD is full? Your Internal HD and contents are intact?

So why not just create a new TM backup onto your new HD. Do you honestly need Files, Folders and so on from weeks, months, even years ago?

Reading the lengthy correspondence via chscag's LINK suggests to me that what you seem to want (ie transfer TM from the current HD to a bigger new one) is complicated, often doesn't work, may require SuperDuper or similar and takes forever.
