IOS 4.3 new personal Hot-Spot Feature

Dear Friends,

I would like to know if this new feature in IOS 4.3 will permit to share internet via WIFI using the 3G data connection in my Iphone 4??

As gay as At&t is I don't think they will let that happen. (I don't have AT&T btw)
