3rd Gen Itouch won't allow you to download game extras

Both of my kids have the same 3rd gen touch. One of them can purchase extras within games. Angry birds, Megajump and others. The other touch doesn't allow you to do this?? Any idea what this could be? I've tried reinstalling the app, restoring the touch. Any other ideas?

What software are you running?
In app purchases were introduced after iOS 4.x

Compatibility issue

it looks to me a compatibility issue, you might be using two different versions of the software.

21" iMac 2.9Ghz 16GB RAM - 10.11.3, iPhone6s & iPad Air 2 - iOS 9.2.1, ATV 4Th Gen tvOS, ATV3
Yea make sure both are updated to the latest iOS update.
Then make sure under Settings>General>Restrictions then down the bottom In-App Purchases is on
