Turning on VoiceOver used to turn on function keys

When I turn on VoiceOver (Cmd+F5) it also used to turn on the function keys so that F12 was the shortcut to the Dashboard. This was useful when playing games via Dosbox or CrossoverGames. For some reason it's not doing it anymore

I know I can turn on the function keys in system preferences but I hate having to press the fn key to then use the play button.

Does anyone know how to have it back the way it was

Is this the system preference you are referring to?

System Preferences > Keyboard > Keyboard Shourtcuts > Dashbord & Dock
"Dashboard" set to f12.

Not quite. Until recently (at some point today) when I turned on VoiceOver it also made the function keys stop acting as the volume control, brightness etc and acting like proper function keys like the one for the Dashboard.

I only used this feature when playing games via Dosbox or CrossoverGames so that I could use the game function keys.-

I was wondering if I accidentally hit a key combination that turned that off
