Ipad screen mis-sized

The screen of my Ipad gets larger than the display area. It gets larger by about 1/4" all the way around and cuts off stuff. Is there a way to fix this? A reboot fixes the problem until I touch the screen and then it goes into oversize mode.

Do you have "double tap to zoom" turned on in settings?, sounds like thats what's happening.
