Keyboard Layouts (Japanese)

This is my first post on the Mac Forums, so if this post is in the wrong place, please let me know, and I will re-post.

My co-worker and I both use identical MacBook Pros, and are both running OS10.6.5. My computer is running fine, but his keyboard layout has changed. Both computers were bought in Japan, and so the @ symbol should be beside the "p" key. However his @ symbol has moved to SHIFT 2.

We've looked in the System Preferences>Language and Text>Input Sources, and all the checked languages are the same.

We've also looked in Kotoeri Preferences>Operation and all of the settings there are the same too. I cannot see any place to choose a JIS or Japanese 106 key layout.

Any suggestions would be appreciated. Thank you.

PS - there are no problems switching languages, both English and Japanese inputs work properly.
