This is my first post... please help me.

I can open iPhoto '09, but it "quits unexpectedly" any time I try to import new photos from any digital camera. I'm running a MacBook Pro with Mac OS X (10.6.4), with a 2.2 GHz Intel Core 2 duo processor and 2GB of RAM.

To date I have:
1. Backed up my entire photo library
2. Deleted my original photo library's contents
3. Uninstalled and reinstalled iLife '09 completely
4. Held opt + command down while opening iPhoto, and rebuilt iPhoto library
5. Held option down while opening iPhoto to create a new photo library

Still no success. Below is the error message.

Hard to say, but my first guess would be that you didn't uninstall iPhoto completely, so the corrupt plist or whatever is causing this was left behind. You've very sensibly proceeded through the "checklist" and eliminated the iPhoto library as a possible culprit, and that pretty much leaves the program as a suspect if that's the only program that's giving you grief. You might try "uninstalling" iPhoto by using App Cleaner/App Zapper or something like that which will also remove the stuff in Application Support and the plist files etc.

In the meantime as a workaround, open Image Capture and use its preference to set IT (Image Capture) as the default program to open when your camera is attached. Maybe it's just something with that camera, we'll see.
