Using Workgroup Manager to restrict apps on Mac

Please excuse me, I am a complete novice to the "Mac" world. My question is, how do I use workgroup manager on a Mac server to restrict apps that are on a Mac desktop. When I use workgroup manager, the apps that I would like to restrict on the Mac desktop, for obvious reasons they do not appear on the server. This may be a simple answer but I am in learning mode where MacWorld is concerned and would appreciate any help.

You can install server tools on the client that has the applications you want to block and configure the preferences on the client.
