Each time I restart my computer or turn it on, my toolbar only has Finder and iTunes icons, about 10 less applications that were available before the restart. How do I make the applications permanently stay? Thank you.

If you mean the Dock, usually at the bottom of the screen . . .

Open the application, right click (or control click) on the icon and select "Keep in Dock"

Alternate method: Open the folder the item(s) resides(no s) in, drag the icon(s) to the Dock and drop it. The original stays where it is and you get the "shortcut" in the Dock.

P.S. This is really an OSX question.
