Issue safari/firefox pressing icons/scrolling/and more

I have had this going on for some time, and now thought about getting to it. At random times, no matter what internet browser I'm on, buttons/links/and scrolls stop functioning. I believe it's flash related. If I'm on youtube, the video links on the video screen don't do anything when clicking on it, same with trying to click on the sound bar, play/pause button, or sliding the time frame ball. This will ruin online build sites that have menus to build something(like a car/computer/etc). I have not been able to pinpoint what is causing this to happen. If the problem is active, scrolling through menus is impossible. Viewing embedded video files wont work, and picture links don't respond. Everything goes back to normal at completely rand times. Anyone else having this problem?
