I am on an iMac 10.6.4.

When I restart the computer, things come back to when they were previously.

For example, my dock has about 6 or 7 items, I take off 3 or so that I no longer want. After I restart, they come back.

And help?
:'(

Nope, I am on an admin account.

Also, when i save settings in safari, they change back after a restart. I can't even delete saved passwords.

What items are you removing from the Dock, and where are they exactly on the Dock?

Sorry it's vague. I guess Applications would be a better word than "Items"

Some of the applications are - "Pages", "Keynote", and a game called UrbanTerror.

They are on the left side of the dock, not the side with the trash can if that's what you were wondering.

Take a look at this to see if it fixes your issue.

Didn't work. :[

And it's not just the dock that isn't "saving".

For example, when I am in Finder, and I change the view from Icons to List, the next time I open Finder, it's back to Icons. And in Safari, when I untick save passwords/autofill, it is ticked again after a restart. Also, I can't delete saved passwords from Safari, I click remove all, and nothing happens.

I'm may be going out on a limb here but it could be a permission issue. I only suggest that since the pref files for Finder, Dock and Safari (amongst others) are all in the same folder: ~/Library/Preferences. If you go to your home directory > Library, right click Preferences and select Get Info, what does it say under Sharing & Permissions for your user? It should be "Read & Write".

when I am in Finder, and I change the view from Icons to List, the next time I open Finder, it's back to Icons.

Well, that could be because "Always open in Icon View" is checked in Show View Options. I'm assuming you're referring to a specific folder, but the above would apply whenever the one you open has that checked, whether or not it was the last one closed.
