Video/Photo marking software?

I am looking for a software for the iPad that can use the touch screen for marking up still photos or videos (sort of like a dumbed down Dartfish type software)

I work with athletes and would love to be able to take vids, stop them then mark angles, distances, etc.

Any ideas?
