I recently downloaded and installed iTunes 10. It will not let you create your own ringtones. How do I reverting 10 to version 9? I have the dmg for 9. I'm still new at OS X, so forgive me if this is a simple fix. I'm unsure of how to go back to version 9. Thanks.

Just drag 10 into the trash and empty it, and then run the dmg as normal.
Make sure you don't update it in software update and you should be fine.

Yes, you can uninstall iTunes. However, why do you want to uninstall it?
