Mail icon will not set

I just tried to set a usa flag as my mail icon but it will not set. I followed all the procedures correctly (I have done this before, with no problems) I ran Disk repair, restarted and all, but it still does not set.It looks as if it is working but it's does not in the end. Anyone else have this problem, or any suggestions as to what to look for to correct this?
