How to open a port on Snow Leopard

Hi to everyone… I have a question….
how can I open a port in Snow Leopard. when I run the command:
sudo lsof -i -P | grep -i “listen”

I can see all the open ports on my laptop but the ports like 7,23 are not open… I just wanna open the port and locally connect telnet to my local host by the mentioned ports…

The firewall was changed from port-specific to application-specific. So, if you enable a single application, it will be allowed to open any ports it needs.
