Cyberduck is an FTP Client. A lot of Web servers let you FTP to the site to upload your finished HTML and files.

Cyberduck is an FTP client program (File TRansfer Protocol)
Basically it allows you to upload files to a server or web host, allowing you to publish a site to a non Mobile Me account

iWeb has built-in file-uploading capabilities, but some people find using Cyberduck (or some other FTP program) faster.

Only if you have iWeb 09. Previous versions of iWeb did not have FTP functionality IIRC.
