How can I set up our router (D-Links 655) to limit our roommate's bandwidth?

well you might want to try activating the QoS engine (Quality of Service) on the router...

What exactly is the QoS and how do I activate that?

in simple terms QoS is a way to give certain tasks or computers priority over others.

ill admit im by no means a pro on this topic, no one else seemed to jump on this thread so id see if i could give it a shot, so in the very least i can give you a starting point.

How do I figure out what IP address range to use? I want to give myself higher priority for web surfing, YouTube videos, Internet radio and downloading/uploading.

Why not just tell your roommate to stop using so much bandwidth and to share better? Seems a better long-term solution to me.
