Hey, I am considering an Apple HD cinema display, but have heard that you can't use it as a digital cable receiver. Is this true, or?

I am unaware of any monitor/TV that has a built in cable receiver.

If what you mean is can you connect your cable receiver to the cinema display to use it as a monitor - Kanex has a HDMI to mini displayport adapter - it'll set ya back $150 - link.

I would suggest you ask Kanex about the specific Cinema Display you have or are considering and read their faq before purchasing to have a full understanding of what it will and will not do.
