can't access certain websites over wifi

this is really weird. i can't seem to access specifically in-state college websites. i can access out of state college websites fine. however this is machine and wifi specified. on the ethernet, my mac can access those sites just fine. also i've tried accessing my college's site with my iphone and that works too. what is going on???

also i've deleted tracking cookies via macscan, and that doesn't help...

ok i can access those sites through a proxy, but not without it.
