I'm a newer mac user, so I havent gone through OS updates and such. I'm hearing bout the 'revolutionary' changes for OS X 10.8 and I'm wondering if this type of upgrade is provided via the automatic software updates or if its an entire new version of the OS that you need to purchase.

10.7 isn't even out yet.

And each 10.X upgrade requires you to buy an upgrade disk (it was only $29 for Snow Leopard). Often if your mac is newly bought, Apple will provide you with a free upgrade if an OS new version comes out within 3 months of purchase

Hard to say about 10.8 since 10.7 is not even out yet and there hasn't been much word about what it may bring.

However, it would be an upgrade to a new version to purchase.

Oh, and it's OS X.
