My Finder just started having this problem.
It used to be that I could click the icon and a new Finder window would open, leaving whatever window I was previously using in the background.
Now when I click it, all my desktop icons are brought to the foreground and a new window opens. That's fine, but what's annoying is that any windows I was using are then somehow treated as a background (like an image). I cannot directly click on them to activate them, I have to click on the icon in the dock. How can I fix this?
