Once you download an App from your computer, can that app be loaded onto more than one portable device? For example, if my dad wants the same game on his iPod touch as I downloaded for my iPad, but we obviously we dont wanna pay twice for it.... will it let us sync that app to both devices?

Apps can be shared if you both use the same iTunes account or if you have multiple devices synched to the same user on your Mac.

Otherwise, tell him to buy his own **** apps. It's not like they're expensive.

The answer to your question is yes ONLY if you guys share the same iTunes account. If not, then it's not possible to share apps. It has nothing to do with whether or not you and your dad use the same user account on your computer.
