2017 15" MBP, 16gig ram, 1TB SSD, OS 10.15
No because it's not a Macintosh compatible video card...it doesn't have the correct ROM...and that's even if it did fit into the Powermac G4's video slot.

Also realize that your computer is like 8 years old...the video card you're talking about is MUCH newer...so there would most likely be other incompatibilities as well.
