iPod controls from locked home screen gone?

Hi all,
I have an iPhone 3GS running OS4 and i have lost the ability to control the iPod feature from the locked home screen. Pressing the home button when locked, brings up the title of the song playing, but not the controls to skip, fast forward etc. I know that this used to be under Settings/General/Home, but Home under Settings/General is no longer there...any ideas? Also, the phone is not JB'd nor has it ever been. Any help would be much appreciated!

You need to double-click the button from the lock screen to bring up the controls.
